European Community Regulations on cosmetics labeling

the European Economic Community (EEC) issued the EEC cosmetics regulation in 1976, which has been supplemented and modified many times since then. At present, the regulation includes 15 articles and 7 annexes. This is the regulation of EEC members on cosmetics in their common trade. Among them, the provisions on cosmetics packaging labels are very strict, requiring EEC Member States to take all necessary measures to ensure that the marks on cosmetics packaging, containers or labels sold on the market are obvious and easy to see, and include the following five items:

first, indicate the names and addresses of producers and marketers or registered offices. Member states may require cosmetics produced outside the EEC to indicate the name of the country of origin. Secondly, the internal capacity of the container. Third, the minimum period of validity

expiry date refers to the period within which the product can continue to maintain its original efficacy under normal storage under appropriate conditions, especially without harmful effects on human body. It should be noted that it is best to use it before a certain date. If necessary, it is necessary to state the conditions that meet the warranty period. The date should say the month and year. Cosmetics with a validity period of more than 30 months do not need to indicate the validity period. Fourth, precautions during use. In particular, use conditions, scope and warnings should be printed on the label of the container. If it cannot be done due to practical reasons, it can be printed on the package or instructions. In this case, the container needs to be marked with brief words to instruct the consumer to refer to the instructions. Fifth, production batch number or identification mark. When it is impossible to mark because the package is too small, these contents can be placed on the retail package or outer package

member states need to take all necessary measures to prohibit the use of graphics or other forms in labels, descriptions and advertisements. On the one hand, they should resolutely curb the new production capacity, high-quality stability and service life, and use some words, names, trademarks or images to imply some characteristics that cosmetics do not possess
